What is MedNet?

Medical Network Management Services of Delaware, LLC (MedNet), established in 1995, is a subsidiary of the Medical Society of Delaware (MSD). MedNet is a Management Services Organization (MSO), providing administrative services to nearly 800 physicians who participate in one of the four Physician Organizations (POs) in Delaware (see below information on the POs).  

MedNet works closely with Insurance Payers and Managed Care Organizations (MCOs) to secure fee-for-service and value-based contracting for its growing list of members.  Added services include contract management, credentialing and onboarding with health plans, database maintenance and reporting to the payers and other administrative assistance. MedNet has also provided practice transformation coaching and guidance to a multitude of primary care practices across Delaware.

History of MedNet

MedNet and the participating physician organizations in Delaware served the very first Medicaid Managed Care Organizations in the early 2000’s with a robust network of physicians and clinicians when managed care entered our state. MedNet continues to work with the Medicaid payers for value-based contracting opportunities for practices. MedNet also has two additional formal contracts with non-Medicaid payers for fee-for-service contracts.

MedNet has a robust history in primary care reform, having launched the first statewide Patient Centered Medical Home (PCMH) initiative in 2013. Thereafter in 2014, MedNet and Highmark Delaware created and launched the first statewide Accountable Care Organization (ACO) for the commercial payer market.

In 2015, MedNet was approved by the State of Delaware to provide practice transformation services to primary care practices, supported by a grant from the State Innovation Model (SIM).

In 2016, MSD and MedNet assisted Saint Francis Hospital design and launch their Medicare Accountable Care Organization, through the Delaware Care Collaboration (more information on the Delaware Care Collaboration below).

In 2017, MedNet expanded their practice transformation coaching services to practices aligned with the Delaware Care Collaboration. MedNet also formalized a partnership with a nationally-recognized practice transformation company, HealthTeamWorks.

In 2018, MedNet contracted with AmeriHealth Caritas Medicaid, providing them with a physician network of over 100 practices covering all three counties. The model is a value-based contract, which has emphasis on quality measures and cost reduction. Practices have the opportunity to receive financial incentives above and beyond their fee-for-service for quality goals and cost reductions.

In 2020, MedNet, in conjunction with MSD and the Delaware Care Collaboration, was approved by the Delaware Medicaid Office to serve as one of the State’s four Medicaid Accountable Care Organizations (expected to launch January 2022). The DCC and MedNet intends to contract with both AmeriHealth Caritas and Highmark Health Options.

Today, MedNet has entered their 6th year of their value-based contract with AmeriHealth Caritas Medicaid. We are also pleased to announce new contracts for 2023 with Delaware First Health (Medicaid) and AmeriHealth Caritas VIP Next (Marketplace Exchange and Medicare Advantage).  MedNet also holds payer contracts with Multiplan/Private Healthcare Systems (PHCS) and Tricare/Humana. MedNet continues to explore additional contracting opportunities for participating practices. In October 2023, MedNet contracted with Cigna Commercial for a Pay-For-Performance Opportunity for primary care practices.

As noted above, MSD and MedNet also have a formal partnership with the Delaware Care Collaboration (DCC), a fully-formed Clinically Integrated Network (CIN) and Accountable Care Organization (ACO).   https://www.trinityhealthma.org/accountable-care/our-network/delaware-care-collaboration/   Many MedNet participating practices are part of the DCC’s Medicare Shared Savings Program ACO (MSSP). In addition, MedNet works closely with the DCC for additional contracting opportunities in both the Commercial and Medicaid space.

MSD/MedNet’s role in these committees is to participate in forums that help to:

  • Identify and communicate the state of value-based programs in DE
  • Identify pathways to resolving challenges related to data sharing, reporting and utility
  • Promote collaboration and integration among payers, physicians and clinicians for adoption of value-base models

 

MSD and MedNet are actively engaged with the State’s Primary Care Reform Collaborative (PCRC), and have appointed physician representation within that group.

Delaware's Physician Organizations (POs)

Delaware’s Physician Organizations (POs), developed in the late 1990’s, were developed by the founding physicians of MedNet as for-profit stock corporations that are owned by the participating stockholder physicians. The purpose for creating the POs was to advance the concept of physician-directed managed care, while promoting high quality, cost effective medical care in Delaware through highly integrated, multi-specialty organizations. The POs serve as a resource for Delaware physicians and also Nurses and Physician Assistants for the implementation of new strategies for the delivery of medical care as the market evolves. Each PO’s governing board consists exclusively of physicians.

  • The Central Delaware Physicians Organization (CDPO) is comprised of more than 130 physicians and clinicians whose primary practice is in Kent County.
  • The Eastern Sussex Physicians Organization (ESPO) is comprised of approximately 200 physicians and clinicians whose primary practice is in Lewes and the surrounding areas (Eastern Sussex County).
  • The Nanticoke Physicians Organization (NPO) is comprised of over 80 physicians and clinicians whose practice is in Seaford and surrounding areas (Western Sussex County).
  • The New Castle County Physicians Organization (NCCPO) is comprised of nearly 350 physicians and clinicians whose primary practice is in New Castle County.
